Question about the Canadian Solar 390W... Maximum String Voltage: 1000/1500V Does this Max String Voltage mean 1000W/1500V? This would mean you can't series connect 3-panels, as that would exceed the 1000W?

No, this is the maximum possible voltage in the string used for commercial projects. Previously, panels were up to 1000V, new panels up to 1500V. You should follow the inverter manual, not the panel manual.
