Does the panel require the micro inverter? If it does, which one should I use with it?

Not, it doesn't. You can build your solar system with a string inverter. If you decide to opt for microinverters, you should take Enphase IQ8 Plus.
I read the QCELL website, it indicates that this Solar panel "q-cells-425w-solar-panel-108-cell-q.tron-blk-m-g2+" has the micro inverter build-in. Is it true?

While solar panels require sunlight to generate solar energy, they will still work in cloudy weather. Even on a cloudy day, solar panels will produce energy just not as much.
